Nicole Robins

Nicole heads Oxera’s State Aid practice and is the partner in charge of Oxera’s Brussels office.

She advises clients on a wide range of economic and financial issues in state aid cases relating to assessments of the market economy operator principle (MEOP), the application of state aid rules for services of general economic interest (SGEI), and the compatibility of aid more generally.

She provides advice on state aid compliance, and advises beneficiaries, complainants and member states during investigations by the European Commission and in state aid litigation cases in front of the courts. In particular, she has given expert economic evidence in front of the General Court on state aid matters on a number of occasions.

Nicole also teaches the state aid module on the postgraduate diploma in Economics for Competition Law at King’s College London, and provides training for EU Judges on the economics of state aid.

Isabel Taylor

Slaughter and May, London

Isabel has a competition and regulatory practice and advises across a range of industries, including regulated industries, on merger control, general competition law, sectoral regulatory requirements, and public procurement.  She has a particular expertise in State aid law.

Carles Esteva Mosso

Carles Esteva Mosso is Deputy Director General for State Aids at the Competition Directorate General of the European Commission. Until February 2019, he was Deputy Director General for mergers.

Carles Esteva held before a number of management positions in DG Competition. Among others, he has been in charge of the Directorate for Policy and Strategy. His responsibilities included the development of policy, strategy and legislative instruments in the fields of antitrust, mergers and state aids as well as the coordination of the European Competition Network and the international dimension of competition policy. Before he had been Head of the Merger Control Unit in charge of the investigation and assessment of mergers in telecoms, media and IT related industries and Head of Unit for Merger Control Policy and Scrutiny.
